Position

Options Consultancy Services is seeking a Senior Health Systems and Financing Expert to lead the design and implementation of a baseline assessment for the transition of specific Sexual and Reproductive Health (SRH) activities funded by the International Organization Marie Stopes Nigeria (MSION) to Bauchi State Government.

Marie Stopes International Organization Nigeria (MSION) is rolling out a Public Sector Strengthening (PSS) Strategy for Bauchi State to encourage greater government ownership and commitment to the provision of sexual and reproductive health services comprehensive and sustainable for women, men and young women.

This consultancy aims to provide technical support to MSION to assess Bauchi State’s readiness to continue selected MSION activities over the next 3-5 years and the support needed to achieve a smooth transition.

The lead consultant will be responsible for the design and implementation of the baseline assessment of needs (technical, financial and personal) and existing opportunities in Bauchi for the transition of specific sexual and reproductive health (SRH) activities funded by MSION to the government. The assessment will include, but will not be limited to:

  • A detailed SWOT analysis of MSION’s current ability to deliver on its PSS strategy, aligned with MSI’s overall global partnership vision
  • an analysis of the health financing and political economy situation in Bauchi State,
  • an analysis of the fiscal space available for the transition of SRH activities funded by selected partners to the government and
  • an assessment of the institutional capacities of MSION, Bauchi State Ministry of Health (SMOH) and Bauchi State Primary Health Care Development Agency (SPHCDA) to drive transition activities. Based on the findings of the above assessments, the lead consultant will develop a roadmap for the implementation of MSION’s PSS strategy in Bauchi State.

Terms

To be successful in this role, you will need to:

  • Advanced degree in public health, health economics or related field
  • Technical expertise in health financing, health systems strengthening and accountability, with knowledge of political economy analysis (PEA), fiscal space analysis (FSA) and Organizational Capacity Assessment (OCA)
  • Proven ability to develop relationships with state government and health MDAs. Experience working with Bauchi State Government is an added advantage
  • Familiarity with Nigeria’s health financing system.
  • Experience in conducting applied analyzes in political economy and health financing
  • Proven ability to facilitate workshops or group discussions to generate insights and create discussions
  • Experience conducting qualitative research with a range of stakeholders
  • Demonstrated ability to integrate, synthesize and communicate complex ideas verbally, in writing and in other visual formats.
